Every family deserves to thrive. For Niue families, that aspiration is captured in the name Fakatupuolamoui – to thrive vigorously and abundantly.
Koe Fakatupuolamoui he tau Magafaoa Niue is the Niue cultural framework within the Nga Vaka o Kāiga Tapu Micro-Credential Programme. It equips health, social service, education and community practitioners with the cultural knowledge and practical tools to work alongside Niue families and respond to family violence in ways that are respectful, culturally grounded and effective.
Grounded in Niue values and worldviews, the framework places culture, relationships and collective wellbeing at the heart of preventing and responding to family violence. It encourages practitioners to look beyond violence as a single issue and instead understand the cultural values, family relationships and lived experiences that shape how Niue families seek support, make decisions and begin healing.
Learning that responds to real practice
In a recent training, eighteen practitioners took part in the Koe Fakatupuolamoui he tau Magafaoa Niue training, representing a varied range of frontline roles including community navigators, nurses, kaiāwhina, care coordinators, social work students and whānau support workers.
Before the training, many reflected on the challenges they faced when working alongside Niue families and their desire to deepen their confidence and capability. While several already had experience supporting Pacific communities, they identified opportunities to strengthen their understanding of Niue cultural values, family structures and approaches to engaging families experiencing violence.
Participants described navigating language barriers, understanding cultural expectations and family structures, responding sensitively where shame or stigma may prevent families from seeking help, and balancing cultural respect with the safety and wellbeing of families.

These reflections highlighted a workforce that is deeply committed to supporting Niue families and eager to strengthen its practice. The training builds on that commitment by providing practical cultural knowledge that can be applied in everyday interactions with families.
From understanding culture to applying it
Fakatupuolamoui moves beyond cultural awareness to practical application, helping practitioners translate cultural knowledge into everyday practice.
After completing the training, participants shared that they had a stronger understanding of the needs of families experiencing family violence and felt better equipped to apply the framework in their own roles. Many also valued seeing the framework brought to life through real-life scenarios and shared experiences, which gave them greater confidence to engage with Niue families in culturally appropriate ways.
Strengthening culturally grounded responses
Building safer families begins with building capable practitioners.
Through Fakatupuolamoui, Nga Vaka o Kāiga Tapu is strengthening the Pacific workforce with culturally grounded learning that supports more confident, informed and respectful responses to family violence.
As more practitioners develop these capabilities, more Niue families can access support that recognises their strengths, honours their identity and reflects the meaning at the heart of the framework – families that thrive vigorously and abundantly.
